City has communicated to Phillips that he can depart in January, either through a permanent transfer or, more likely, a loan.

Despite Phillips’ earlier efforts to convince Pep Guardiola of his future role at City, the desired outcome hasn’t materialized, prompting the former Leeds player to seek a new opportunity. Juventus, expressing a longstanding interest in the England international, has initiated discussions with City regarding the specifics of a deal for Phillips.

While Juventus prefers an initial loan arrangement, City is open to this, considering a mandatory purchase clause, though they are also open to an option with triggers for a permanent move. However, committing to such a deal poses a challenge for Juventus, given City’s valuation of around £40m for Phillips and his substantial wage.

Financial constraints in January may impact Juventus’ ability to secure deals, but the potential suspension of Paul Pogba could alleviate Financial Fair Play concerns if they are no longer responsible for his significant wages.

In addition to Phillips, Juventus is exploring other midfield targets, with sporting director Cristiano Giuntoli assessing various options. While Pierre-Emile Hojbjerg is highly regarded, securing him from Tottenham Hotspur seems challenging. Giuntoli has also considered players like Teun Koopmeiners, Rodrigo De Paul, Manu Kone, Georgiy Sudakov, and Khephren Thuram.
