Premier League Takes Action: Two Clubs Charged for Violating Financial Rules

Everton and Nottingham Forest are facing charges from the Premier League for violating Profitability and Sustainability Rules (PSR), potentially leading to points deductions.

According to these regulations, clubs are limited to losses of £105 million over three years or £35 million per season within that timeframe.

Certain investments, such as those in youth development, infrastructure, community, and women’s football, can be subtracted from these costs.

Both clubs have reported losses surpassing these limits, prompting referral to an independent commission for case evaluation and potential penalties.

Everton, having already incurred a ten-point deduction this season for a prior breach of regulations, issued a statement acknowledging the Premier League’s decision to refer a breach of Profit & Sustainability rules (PSR) for the assessment period ending with the 2022/23 season to an independent Premier League commission.

“This relates to a period covering seasons 2019/20, 2020/21, 2021/22, and 2022/23, including financial periods (2019/20, 2020/21, and 2021/22) for which the Club has already received a 10-point sanction. The Club is currently appealing that sanction.

The Premier League lacks guidelines preventing a club from being sanctioned for alleged breaches in financial periods already subject to punishment, unlike other governing bodies, including the EFL.

Consequently, due to the Premier League’s commitment to addressing such matters ‘in-season,’ the Club is compelled to submit a PSR calculation subject to change pending the appeal’s outcome.

The Club is now compelled to address another Premier League complaint encompassing the same financial periods for which it has already faced sanctions, even before the appeal process has concluded.

“The Club asserts that this situation arises from a clear deficiency in the Premier League’s rules.

“Everton assures its fans that it will persist in defending its position throughout the ongoing appeal and, if necessary, in any future commission. The impact on supporters will be considered as part of that process.”

A statement from Forest stated, “Nottingham Forest acknowledges the statement from the Premier League confirming that the club has today been charged with a breach of the league’s Profitability and Sustainability Rules.

The club intends to continue to cooperate fully with the Premier League on this matter and is confident of a speedy and fair resolution.
